This is definately a bug.

I have save game files now of the turn I capture Chattanooga and another of capturing Knoxville where I do not receive VPs for these captured cities.

<t> Rule book on page 96 states<br/>
"+2 additional VP if enemy state or national capital"<br/>

If the rule book is a typo, I should have 3 points for cities?<br/>
<br/>
1 each for Wheeling, Nashville and Chatanooga.<br/>
<br/>
I noticed I received 0 additional city points the turn ...

So should my nation screen show Cities 3 and Capitals 2?

Quick battles
Suffering through both scroll lock-ups (has happened twice) and Siege CTD (have not succeeded it getting past spring 63 without having to start over)

Disabling Spyware Dr seems to have done the trick[:)]
