I would suggest you come up with something simple, say requiring 1 unit in a friendly adjacent area for every 8 units in a combat region, or a penalty be applied. (would only apply if there was friendly adjacent areas)

Has anyone made up a chart showing the different odds of&nbsp;random(x) being > random(y)? (The idea would be to compare some of the espionage #s to see the odd of different things happening in the game).

endless soviet movement

I'm a newbie, who loves this game so far! I am having a problem though. On the first soviet turn after germany invades the soviet union, the AI SovUn can (and does) move its units endlessly. I'm playing as WA against the computer, 1.011
