Forced or Granted Access for Fleets

I was under the assumption (from the board game) that access granted by another major power applied to both fleets and armies. However, I tried to move a fleet into a major that granted me access and was unsuccessful. Is this as expected?

I can confirm this problem.

A Prussian conquered nation (Hesse) which had just a garrison in Kassel did notgo neutral despite Prussia dropping to the very bottom of the fiasco zone.

Are Forage Rolls Uniformly Distributed for AI?

I looked back at about 60 to 80 rolls for AI players foraging and found not a single 6 was rolled prior to modification. Is this some sort of design choice where there is only a 1 in 100 chance of a 6, say, but the other numbers occur equally often?

Ottoman Empire Bugs

1. As Turkey, Ottoman morale did not increase to 2.0 for Infantry and 3.0 for Cav.
2. Ottoman units cannot exchange factors. Well, they can if you put the infantry factors through a garrison, but I can't, even during a reinforcement phase, exchange Ottoman cav factors between units.
