My understanding is that if you want a Corps to play a card on a Division, it will need to be inside the HQ range. Not sure if there is any other consideration.

Yeah it's hundreds of counters but the tactical system is brilliant, and the medium scenarios where you are handling only 2-4 divisions are easily playable and worth buying the game for.

Personally I'd love to see more corps scale scenarios.

Routing may be too generous currently. Perhaps a routed unit that contacts an enemy should Shatter instead of just displacing a second time.
