Forgot to answer the other question. Trucks and Trains in the HQ has no bearing on what gets transferred out of it, when it comes to supplies. It is "free", or rather, the game assumes you have these already.

I believe Erich has responded, on Steam. But basically what he is saying is that a dll file is missing from your directory, and he is unsure why. He is asking for more details as well, how you transferred the install, for instance.

Napoleonic Europe has now been out for a month and a bit, and like any parent a scenario designer wants to know their child/scenario is doing. So anyone have any info or storys they want to share?

Napoleonic Europe has an AI. Since it is possible to play up to 14 sides, it would be crazy not to consider having it.

Is this an official campaign? Or "just" a mod made by a respected individual?

If it is a mod, I just redid "Napoleonic Europe" for Advanced Tactics Gold... which too is a real old game, but still has a following. I got two reviews even in the VRDesigns Scenario Bank, both 10/10.
