supply allotment ?

I have read, either in the manual and/or online about some bases getting a supply allotment.
But I can't find anything in the manual index or anything on the forum that uses that term.
How would I find out if bases get supply allotment's ?

I read in the manual that you can build a training air group, I assume this means simply setting the group to 100% training?

my efforts agree with what you said. Only float planes seem to work because when I tried to fly conventional fighters
on to the LSD flightdeck, the LSD does not show up on the transferred to ship screen.
