Thanks to all for your contributions on this subject. It bothers me when any of my naval assets are sunk (that's war), but when an AP is hit with troops on board, I am mortified. In the future, I will apply your tips.

Thanks oldman 45, but I was able to change from Westcoast (R) to Pacific Fleet and I am still not able to transfer. Note: "Westcoast (R)" was highlighted, not grey or white. When I clicked on it I got a series of HQ options. It cost me 36 PP.
