Ahhh. And suddenly the light goes on. :D

Thank you Wiedrock for taking the time to explain this and even provide screenshots and examples. It's such an incredibly small thing (and probably obvious to many people), but it was driving me nuts.

Where does the "max" number come from? Let's use Tilsit as an example. It's a size one airfield so the capacity is 100. That's clear. On turn one, it has a total of 18 twin engine aircraft based at the field. Those twin engines count for double capacity, so they take up a total of 36. Thus...
