Morale gain rule

I just want to confirm the current morale gain rule, I know in the past being 10 or more hexes from the enemy and on refit gave a boost. Is this rule now gone?

I am also having this problem playing the game through steam, after a certain amount of time it all slows down to a crawl and I have to quit the program and restart. Never had this before I "upgraded" my version onto steam.

Been playing WitE for awhile but coming back from a break

Random weather
Usual house rules, eg. no para drops
Blizzard and +1 attack negotiable

I can do a turn every day or two as I am keen to get into the late game for once!
