I Agree.

It isn't the number you see on the map. It can be modified by a number of factors.
Ok, but what other factors? From manual I remember there is formation supply efficiency as a factor that modify the amount of supply unit will receive but it doesn't explain this situations.

I already finish south hungary cities and villages.

To give a better visual appeal to the map, I followed these rules to create the human settlements.

Villages: minimal urban graphic in the hex and name with font 3.
Small city: urban graphic covering at least half of the hex and name with font 3 ...

The idea is to make a realistic OOB. When I finish the map I will look for reliable sources for it.

I am currently working with towns and cities. I have already managed to finish those of the Kingdom of Dalmatia and the Kingdom of Croatia-Slavonia. (Im using the map of the first post and Google earth).

Later I will work on the roads and railways and then finish with the geographical aspects ...

For help with the map, you might take a look in the scenario archive. The scenario Yugoslavia 1941-45 is about 35 years after the war you’re working on but it could help with place ...

I downloaded the latlong program but it does not work on my computer because it is not compatible with the 64-bit system. Does anyone have an updated version of the program?

Is latlong still the best program to make the most realistic maps possible?

I finished the first version of the scenario. This is my first scenario so there may be different kind of errors but I think its playable.

They must be embarked. To embark, there must be enough rail capacity to lift their weight (they also must not have moved and must begin on an unbroken rail hex).
