Yep. That works. Thank you very much!

MANUAL UPDATE: If you want to move units in the Scenario Editor make sure that in the main game options:
1. Both players are a set to human
2. All FOW options are deselected.

Thanks guys for your responses. Shouldnt the Germans then be suffering something similiar? I am not seeing that if I open up the losses screen prior to ending my turn. It would be a bit odd if the Soviets had an attrition penalty and the Germans didnt.
