Pros and Cons of Conquering France vs. Vichy?

If you conquer France, the whole fleet goes over to the Allies right? That seems like a big con. What are the pros?

Submarines strategy?

One of the big problems I had with WiF when I used to play it was that it didn't seem feasible for the Germans to bother with submarines. The cost of taking a naval impulse always seemed too great, especially once at war with Russia. Can someone describe how they make it work?

Here's a save file at the end of turn phase, a little before conquest. Still can't find the autosave files. Verified that I have autosave on and set the directory, but nothing is getting stored there except empty folder.

My Romanian HQ seems to be unable to reorganize anything. On a land impulse, it says it's taking 2 points to reorganize even a Romanian inf. Is there something I'm missing in the rules, or is this a bug?
