Tried playing the Yugoslavs in this scenario, and for whatever reason, many of my units would refuse to dig in, yet I would still lost their action points rom that turn. Why is this?

Is there no option to have a "mild winter"? I know Decisive Campagins: Barbarossa includes this feature.
