I noticed something weird with scenario loading. The below scenario works fine under Windows language [English - United States]. If I switch to French, the scenario gets the following:

"Object reference not set to an instance of an object"

Have you tried the following:
1.) Unzip the attachment
2.) Move the .scen file into the Scenarios folder
3.) Scenario should show up on the list on starting a new game
4.) Only tested on Command Modern Operations

Let me know if it doesn't work.
