It looks very strange in the game. Like Spain was one of the major aircraft production countries.
Aircrafts from USSR was sent via sea as separate parties (usually 30 planes in each).

Can an air unit be loaded onto a transport?

It doesn't seem to be the case

The difference in exp can be 40. It means that on 17 July you can get pilots who have 80+ exp. The Luftwaffe should be envious of such training.
Or pilots who have exp less than trainees in the training pool. There must be at least some logic.

Look at air-groups around 60 exp which have many pilots.

Exp in the game its not only about the combat exp but also about the training level.
What kind of combat Spanish army had 10 years ago? Against the irregulars in the colony?
If these Moroccans so superior then Mussolini should have just hired some Moroccans, not asked Hitler for help.

Let's say that "most" air-groups have random pilots. In such groups, pilots often have too much difference in experience. For example, I specifically looked at the new save, the difference can reach 39. I guess it can be more.

For any casual modder, I don't see a big problem. If they don't like the Dev's inbuilt editor they can use a spreadsheet.
When you export the data to the spreadsheet, some parts show the numbers instead of nation (its like an example). So you can't just transfer it and edit.

You can try to ask the scenario designers to reduce the exp/skills for pilots. It doesn't look realistic. Same can be done for LCU's too.
