The guy mentions that the Germans were short of Tanks along the front. He is not clear on why. Each panzer divison had to give up a brigade to refit with the panthers. They were not done at the time of the attack, bad timing for Germans ...

How about no German units south of Tarnopol on turn one; along with no Russian retreat over the Dnieper for all units south of the Pripet Marshes and West of the Dnieper river line, for 4 turns?
