Regarding resources, it depends where the unit is. A hex is cut off from the rail network if it borders an enemy unit. Iirc, factories and depots function when they are on the first hex to be cut off.

Regarding the NSS, having a unit next to it temporarily reduces the amount of freight it produces ...

Note that rifle brigades and other infantry brigades and (and should be) attached to tank corps without penalty, which are otherwise absurdly fragile.

Do artillery divisions require less ammo unless in an assault front?

One of the benefits of assault fronts for the soviets is that they eliminate the ammo penalty artillery sus are supposed to have. One would expect this to extend to artillery divisions. Is this the case?

It seems to me that a unit which has retreated and is then hit by mobile force causing severe losses does not necessarily equate to "WW1 grinding" but to encirclements within the scale of the hex rather than outside of it. I'm curious to hear more input on this from the community as I believe ...

Note that some corps hqs turn into army hqs, and others will by chance have a 6 or 7 inf leader put into them. My understanding is that at low skill levels, it favors whoever catches on the quickest to what needs to be done. Against players, as it was true in wite1, the more time you spend in the turn, looking at hqs, commanders reports, pour over the air war, plan offensives, position units, etc. the better you will be at the game. For the first ten turns or so, support units that can be on the map are best on the map, just because there is value in having counters on hexes. With recentish cpp changes it is more valuable to double stack at important points, rather than having single stacks that used to be used for cpp ...

One strategy I've seen is to remove all the support units from hqs, then reassign them to units or hqs as needed. However, this incurs a 50% CPP penalty for being reassigned according to the manual - so assign the SU to STAVKA and then back to an HQ should drain a lot of CPP, id imagine around 60 ...

Separate tank battalions are very useful, being one of the highest CV support units in the roster.

If you have a bunch of divisions and corps with SUs directly attached, does it make sense to attach SUs to HQs? Also, what are good SUs to directly attach? Pioneers/sappers/tank support/MG-Artillery and SP artillery all seem like good picks.
