It sounds like a mix of a not very capable council leader and an enemy AI that does not want peace. Depending on the profiles of an AI they will be more or less willing to sue for peace. For an evil autocratic theocracy that willingness to surrender is very very low

I once played an e tire game from start to finish and the power plant tech never appeared as a research option.

While reference points are the gold standard I for one would greatly prefer the ability for mission creators to just draw on the map and mark it akin to a real tactical map

Kind of off topic but what if planets with a hostile biosphere and toxic fauna had the potential to have toxic water as well requiring specific filtration techs to be usable. This may require players using subsurface deposits until they can use the surface water

It also will inevitably depend on the size of the map. On a small map it's pretty likely that you will spawn close to the major simply because there isn't much space to maneuver

Not sure but my best guess is that it would take the form of an editor Akin to the old civilization editors or CIV-V SDK. Basically random gen options but also the ability to tweak every single tile as desired

I mean the realistic blast radius of a 1MT bomb is 19.8km before it won't even break windows and since hexes are 200km across this does not surprise me. As it stands I now have 2 units of 10x of these launchers so do I have 20 nukes or 2?
