German surrender

In the blood and iron campaign, playing as france on expert, after Germany surrendered (Coblenz and Mainz captured), i got the german surrender event (with mpp and all other effect), but no end of campaign event popped up.

All minor nations units has a small chance to not surrender, if they are outside of their own nation; some, including DEI has specific scripts, that make their units not surrendering, as they did not do it in the war IRL.

This seems like the chained HQ supply, which is WAD, did not know the AI able to do it.

Basically the first HQ gets 2, boost it to 5, and than this gives the second HQ 5, which boost it to 8, and than this 8 will be distributed for the units.
