One thing you may/must be cautious is the "heavy MG" terminologies, often in russian sources regarding AA Units the DShKas are named as "large caliber MGs". So not Heavy MGs, so if someone names Heavy MGs it's always the question what is actually meant by this.

I've noticed that most of the starting heavy rocket bns in StB and related scenarios have 4-500% of their TOEs, with rocket numbers higher than heavy rocket brigades. I'm guessing this is a mistake?

i've noticed that several scenario starts (so far checked the StB start and related smaller scenarios) give ski brigades a bunch of out of TOE equipment which looks to line up better with the documents you posted. seems like these may have accidentally been changed at some point?

for TOE upgrades, i believe the only two factors you can control are 1) setting the unit to refit, and 2) sending a unit to the strategic reserve. A unit on refit in the strategic reserve is guaranteed to upgrade TOEs, so that's the best option if you can afford to pull the unit for a few turns. For ...

To answer your other question, there aren't any restrictions or penalties on the region that specific hqs operate in. if you want to reshuffle everything and have Army Group North commanding troops in Ukraine, there's nothing stopping you. It just might make things more confusing at a glance.
