The formula for calculating the Admin strain has an input for the 'Percentage(%) Production Points' of the facility in question. A mothballed facility has zero production points, therefore contributes zero strain.

The benefit of Laser rifles is that they require energy to fire, and there is no use of the logistical network to transmit that energy to the unit. Where as the Gauss rifle requires ammo, and ammo requires metal to made make it, and a the use of logistical points to get to the unit. Which unit ...

Receiving unusual amount of fuel from a lvl 1 Deep Core Gas Extractor, see attached pic. This lvl 1 asset is listed as producing 125 fuel, but shown here as producing 668 fuel. I am able to account for the fuel in the city and throughout my empire, so yes it is being produced.
