Read carefully; it's not the caliber modifier, it's the armor type modifier. Plasma is 50% effective against metal armors.

In the event where a major regime blackmails you, the description for the Refuse Payment option says it will decrease your Heart by 3, but it actually increases the Heart profile by 3.
