Are diminishing BP returns on a per counsel, or per sub-counsel basis?

Wondering so I know how to properly allocate my BP once I start running it up. I know after 100 BP there's diminishing returns, but is that soft-cap placed upon the entire council, or each of the subdivisions?

While you are correct about the SHQ, the capitol building is still a thing, and the ability to relocate it is a necessity, seeing as if you lose it basically all your leaders die.

This is a great idea. All I ask is that it be accompanied by the ability to relocate your capital, since having an awkwardly positioned one would make such drawdowns annoying.

I'm not sure about recon. But airstrikes? Certainly. While you can try to pass off your recon flights as being without hostile intent, bombing enemy troops is definitely a declaration of war.

Yes, but the total atmospheric density (mbar) is constant. It is clear that this is defined in the geology phase, so while biosphere determines the composition it doesn't determine the air pressure.

It doesn't vary during biosphere generation, and often times something like "earthlike" is meaningless since it could be well above or below the planet's gravity. Actually showing the number would make far more sense.

I know, I was referring to respiratory hazard. Unless it's possible to have Venus levels of atmosphere, pressure doesn't seem to be a factor.

Honestly They seem like they'd be at least as willing as the Realpolitikers. If it's for balance reasons then it still should work since 2/3 times Theocrats and Militarists want you to bugger off, vs the Republicans where it's the reverse.

Pressure definitely isn't a factor. I'm playing on a world with no repository hazard that has over 2 Bar. I'm also not convinced it's just oxygen since I've seen worlds with high O2 content but an insidious respiratory hazard.
