I agree that I ideally it should be an option in the difficulty settings. The player can always "compensate" by increasing morale and other ai settings.

Twas mentioned that these kinds of changes were to be saved in scenario data at a future date. No fiddling around with .csv files anymore. I really hope this happens soon.
