Factory navigation panel:

I have the filter set to resources, (I've got all depots set to priority 0 so I can control the map :D)) and I can discern that to the left is number of production sites, but to the right is a number that I'm not sure of. Any takers?

To clarify, it takes a lot of patience and clicking of the boxes before my game will untick those boxes as the ai turn rolls along.

I found my problem. There are cities and towns with depot priority, but no depot. Not as many depots to switch to zero as I thought. But still 140 or so.
