That is a very odd situation for a Barbarossa scenario. How did it happen? No doubt the Russians are the ones attacking.

I don't see any attack markers but you are aware units can only attack one hex each? There are some tricks, for example if an attacking stack is adjacent to two defending ...

Sometimes "Attack hex with all uncommitted units" doesn't work

v07.00.01.00, Solitaire mode, Barbarossa scenario, Novice OR set, not reproducible.

Sometimes "Attack hex with all uncommitted units" doesn't work for a particular hex(it does work for the other hex), need to save and reload the game to make it work, or click and drop the units to attack manually ...

Hex A+B attacked C, the combat result was a breakthrough, which caused all Ge units in Hex C to be shattered.
In the following advance after combat phase, I advanced 1 unit from Hex A to C, another 1 unit from Hex B to C.
Then I could advance 1 unit from Hex A to B, did this work as ...

In the help text and the player manual 1: It can be turned off by setting the sensitivity to zero.

Actually, setting the sensitivity to 1 and restarting the game(restarting the detailed map) will make it work. The player can't set it to zero in the UI, the lowest is 1. Also, manually editing the ...

RAC:
To fly a rebase mission, simply move the rebasing aircraft up to double its printed range to any friendly controlled hex.

But in the game, I could air rebase an air unit to a non-friendly controlled hex. I think it's a bug.

At the end of turn stage processing, the Victory Totals form will be automatically opened, which will not trigger this issue. The end phase button is still available when the form is open and after it is closed.
It seems the issue is only triggered by manually opening the Victory Totals form.

As these two issues seem not to be related to each other, I wonder, if the cause of this phenomenon could be, that you encounter it only, if you have (unknowingly) two or more threads of MWIF open. Sometimes, when you exit the game, its thread is not closed and if you open another game, problems ...

Found a workaround:
Save or save as the game will make the end phase button available(green light).
