Corps are created with two infantry divisions (most have 3 elements), and you can add medium artillery. That's the only restriction I'm aware of. Is the commander already combined with something?

If they're adjacent to the area you want to attack, then just send one in. MTSG will take it from there. But, you can't coordinate their moves together.

As Metatron notes, Austria only gets 1 GHQ (as do all powers except Germany). Yes, Austria did fight several fronts, but all their armies in WW1 were run from the single GHQ.

I've stated before, and will again here: one of the best aspects of this game is that it plays so differently when you run a different side. Each alliance (West, CP, East) has unique strategies and ways of conducting the war. Really like this game.

sanch is right. So, place your non-strategic commanders in areas when you won't need them for attack -- just can't rely on them to be available.

Bi-monthly suggests two-month, semi-monthly suggests half-month. They have a tendency to be used interchangeably, however... This is semi-monthly.
