Effect of Ground Attack upgrade 2

If it is true that fractional numbers are rounded down, then an upgrade from level 1 to level 2 would not improve the bomber's attack value against land units, which goes from 1 to 1,5 for medium bombers. Is that correct and (if yes) intended?

Thanks Bill. I actually had tried that, but for some reason the "victory" tab was empty. Turned out I must have saved one more time when the game had already ended - when I loaded an earlier save, there were lots of victory scripts to untick and it's working now. :)

Oh ... then that would explain it. Though it doesn't feel quit right, I gather that more strict supply rules would cause too much micromanagement and would probably also overwhelm the AI's capabilities.

Maybe there's a per turn chance? For after what seemed alot of turns, the event suddenly fired without any noticeable change of circumstances.

I still find those Vichy partisans fighting for the Axis kinda strange.
