If you go into the preferences screen you can look for the tab labeled "scroll delay" and see what it is set to. If it is on the XXX default settings try setting it to 2 to start with and then adjust from there for desired control.

I just copied what the one site had listed and tried to look it up later but found nothing with that designation.

My guess is it was a misprint or bad translation and it was supposed to say the F-34 which was the gun that went into the T-34.

OOB Dump (which came with the G.E. of the game I believe) is a program that will allow you to load a OOD file and then save it as a CSV file. You can then edit that file and then save it back to the OOB format for use in the game.
