Build a new base

Okay, I know I've done this before, but I can't remember how and I can't find it anywhere. In a hex that has the potential for a base, but does not yet have one, how do I build a base?

#10 I've had the same problem with CVEs, I can't get planes to fly off and attack from them. I actually pulled one into a Japanese port with ships and it would not attack!

Unless you want "12 o'clock High" game to be in the game I would suggest slider bars where one just says I want 25% of the bombing effort to be against ball bearing plants, 25% to be against airplane manufacturing, and 50% to be against refineries.
