Yeah, they have supplies. One AV is even at a base with a squadron of Rufes, and they flew last turn, so I guess it is not the weather.

AV Float planes not flying missions?

It's on page 58, section 9.17, Operation Points. Seems pretty clear from the example they give there. Next time you refuel a task force, watch the operation points change from 0 to some higher number for all the ships involved.

According to the manual, in addition to the limit on the actual number of planes, a CV is limited to a maximum of 5 Air Groups also. (p. 86 - I just happened to read that last night.)
