It's not unusual for depots to provide freight during the enemy turn. For instance, units that defend in combat are resupplied with ammo, if within range of a friendly depot.

If I understand correctly, the problem is that your fighters auto-intercept too much during the air phase?
The solution to that would be to reduce the "Mission AC Pct" for AS.

Wouldn't be surprised if the Soviets have 10,000 tanks in the pool based on those numbers. It's a bit of work to bring them on map but it can really make a difference.

Typically, the closest depot to your combat troops will receive some freight from damaged element repairs, regardless of its priority or whether it gets freight via rail. I have 516 hrs clocked into the game but am still more or less clueless as how the supply system actually works.

Looking at an AI vs AI game, there are undocumented sudden jumps of 25% in overall Soviet need for ammo in units on Jan 1, 1942 and Jan 1, 1943. In some cases, this causes the CV to drop since the unit no longer has full ammo:
