Ok I figured out the proper install path. It was unclear to mean what everyone was saying about two campaign folders. Uninstalled the non-Steam version and did a clean install and reboot.
Reinstalled with no issues.
Added the mod into the Campaign folder -> scenario does not show up to select.
Added the mod into the Community Pack/Campaigns folder -> able to select scenario but crashes to desktop with previous ...

Regarding installation, there appears to be some issues with how the files in the DL link are organized and where exactly they are supposed to be installed.

In the Dropbox link, there is the _1914 and _1916 scenarios plus the cgn files.

I checked the MOD forum and saw that someone was working on a mod to allow for the initial German troops (I think 6 units) to automatically be deployed east by the AI.

Game is updated.

From what I can tell, the tool tips function does not work in the World at War Naval Mod scenario. Checked the standard version of this scenario and the tool tips will pop up. For WAW Naval Mod, tool tips seem to work on the convoys but not on the cities in Manchuria. No biggie ...

So I don't see those BLUE "I"s - i now get a box that says "this city must be garrisoned within 1 hex to prevent Soviet mobilization." So very odd...

Thanks for that info. I tried that button but I didn't notice any change to the maps or highlighting of names. Tooltips didn't seem to work either - there was no information on that as well.

I am obviously doing something wrong. Any thoughts out there?

There will all kinds of spies in the U.S. Civil War. Information spread fast about oncoming Armies, build-ups, etc. While playing, having the entire opponent map area in the dark, seems too heavy. I haven't played the game yet so unable to comment on the scale. From what I have read, early on you can raise divisions and then later corps units as the war progresses. For a strategic/operational level game there needs to be a level of abstraction. The SC series does a good job of weaving these ...

IIRC, there was at least two divisions of USCT that fought at Petersburg. Ferraro's 4th division was made up of USCT and they were initially trained for the assault at the Battle of the Crater.
