Well, well, well. We went with the Soviets being active from 7th December 41 but all our discussions had focussed on the idea that it wasn't in the Soviet's interest to attack early on. I'm not sure if this is just a probe or intended to be a prelude to a full-scale assault so what I will do is assume it is the latter AND, if it is the former, fashion the lesson so that it is not easily forgotten.
The key to preventing a series of border skirmishes, throughout history, has always been that if you want the border skirmishes to stop you need to make such an example of those involved in the first one that fear stays the hand of all other would-be skirmishers. This is as true today as it was in the days of the Roman Empire. So, two airbases were hit and thus I will limit my response to four airbases... cementing the doctrine that any attack will receive a response in greater strength than it itself massed... The attack massed, roughly, 100 fighters and 100 bombers. I will therefore hit back with 400 fighters and 400 bombers tomorrow... a proporionate ratcheting up of the pressure. The attacks won't be very effective because most of my bomber groups are quite fatigued but it will communicate that I am too strong for the Soviets to take on right now AND, very importantly, that I'm willing to meet any attacks with a much larger but still proportionate response... The fact that my response is proportionate is key since I do not wish, for political reasons, to hit the Soviets so hard that they have nothing to lose by going to a full war footing.
So long as they are hurt badly enough to dissuade them from further attacks but not so badly that they have nothing further to lose by commencing a ground war I will consider my goals achieved. If they are set on a ground war then I will simply have to bomb their resource centres into the stone age. Once shorn of their supplies their forces will not be able to accomplish much of note on the field of battle. It will stretch my forces in the initial stages of the war but I am confident that so long as my front does not break under the first rush that I can hold interminably.
Now all that remains is to see if Jutland13 has read the same barbarian histories as I have and understands the message I'm sending by hitting the Soviet Union with only one third of my possible bomber force.

Again this is the correct decision. While Sun Bin said one must fight in death ground one should only concede one is in death ground when there is no other alternative.
