For anyone still experiencing this, here's another option to try from a customer who had this happen after installing TOW and Panzer Command on the same system:
-----
Well I did manage to fix the problem I had with TOW (the one where I could not start the editors). After my last post, I removed PCOWS and Net Framwork 1.1 from my computer. I then reinstalled TOW and Net Framework 2.0. The editors still didn't work. But then I noticed that the Net Framwork 2.0 interface (that came with TOW) had a "repair" option. So I tried it and the editors worked. Evidently the repair function corrected something on my system, that removing and reinstalling Net Framwork could not deal with.
So my next step is try to do that with PCOWS and Net Framework 1.1. I don't remember seeing a "repair" option when dealing with the Net Framwork 1.1 files included with PCOWS. But I think there is repair option in the Windows Add/Remove Software Program. So I will give that a try and let you know if it works out.
In reference to my TOW and PCOWS installation. here is the sequence leading up to the PCOWS error:
1) Installed TOW including the uber patch which included more editors. Everything worked.
2) Installed PCOWS and it worked fine.
3) Got DorectX initializtion error the next time I tried to use the Battle Generator or Mission-Campaign editor for TOW. The actual game and Map Editor worked fine.
4) Downloaded latest version of direct X from MS. TOW editors still didn't work.
5) Uninstalled and reinstalled TOW. editors still didn't work
6) Got application generated error after the movie intro next time I ran PCOWS.
UPDATE: EVERYTHING WORKS!
I reinstalled PCOWS and it started fine. I then checked the TOW editors and they worked fine.
I have no clue why... but running the repair option for TOW's Net Framwork 2.0 (as I described two posts above) seems to have resolved all the conflicts between PCOWS and TOW.
Thanks ERIK for all the support. Hopefully this information will be useful to others that are getting the same error with PCOWS and PCK.
I just purchased PCK and I am also experiencing this same exact issue. Unfortunately, after reading through this thread and trying everything suggested in this thread, I cannot remove or repair my Net.Framework 2.0 Service Pack, I am getting a "path cannot be found for..." message. Any suggestions??

Ok, could those still experiencing this issue please give this a quick test for me? In the case that .NET and/or Managed DirectX is corrupted on your system, it should affect other applications that also use these components. An easy one to test with is NASA's WorldWind.
Download the .NET version, install it and see if it works for you That should give us some idea if we're dealing with system corruption or not.
No, only installed the Demo and I recall it installed fine. Though, after going back and attempting to re-install the demo for PCOW, I get the same error.
This is from the log for Operation Winter storm;
I have all current Hotfixes for 1.1 applied and after attempting to update all critical updates, with both express and custom, I am told there is nothing to update. I still get the same message and now when attempting to "debug" I get this message;
************** JIT Debugging **************
To enable just in time (JIT) debugging, the config file for this
application or machine (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.
When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the machine
rather than being handled by this dialog.

Please describe exactly the problem as you see it on your system.
Trying to repair .NET gives you a path cannot be found? That's not good. It probably means there is a problem with your .NET installation, but I'm not a guru in that area. We just use the tools as provided by Microsoft and rely on their installers and processes configuring them properly on Windows.
Unfortunately, the log shows no issues, which suggests that the crash is happening outside of the game itself (probably in .NET). A few things to try if you haven't already:
1. Uninstall the game, uninstall all versions of .NET.
2. Reinstall the game with just its version of .NET.
I would also search for any info on this "can't repair/no path" .NET issue to see if anyone else has run into that and found a solution. I'll be doing the same here.
This is a shot in the dark, and likely not applicable to your situation, but the first (and second) time that I attempted to run the game it CTD after the movie on me also. It did so because I declined to let the game "install" .Net and DX. I said no when I was asked because I knew that both were already installed. In point of fact, the game doesn't necessarily install, either, when you allow it to. I believe that it simply MUST CHECK for their presence before it will run. After I allowed the game install to do its deal with those two apps, my game started up successfully. I assume that failing to do so will cause others the same problem.
Apart from that, and updating .Net, I'd look for updated drivers for your sound and video card.
I assume Marcus did that, but it's an excellent point. The game _requires_ the version of .NET and DirectX that comes in the installer. You must let those install, even if you have a newer version.
I did indeed do that PoE, but thank you for the suggestion and your help. I have also un-installed all versions of .NET Framework and then re-installed the game with it's version and still the same error message. I am going to double check both drivers for sound and graphics as well, but I am at a total loss. I have never had an issue of any type installing anything. I am bewildered...

Am I just out of luck and has my money been spent in vain?? I am a huge supporter of Matrix and have never had any issue whatsoever, but this is beyond disappointing. There is obviously an issue, as I am not alone in having this occur. Should this type of effort really be a prerequiste for attempting to play a game. I have done everything in this thread as well as the thread with the like issue for the first game. Please, any suggestions that would help remedy this situation would be most welcome.

I have indeed patched up to the latest version and still no luck. I have also un-installed all version of .NetFramework and then re-installed PCK and it's version of .NetFramework along w/Direct X and again, still no luck. I continually have it crash and I still get the "Common Language Debugging Service" message and when I attempt to debug, I am prompted with a "No debugger found" message. Any other suggestions?
