Marshall, do you need a saved game? If so, from what point in the game? I've noticed these messages come primarily during the transition from the diplomacy phase to the reinforcement phase. But, they're highly inconsistent as to whether they show up at all or not.
 
I'll keep posting information as I see it. Hopefully, with all of these bright guys making notes, we should be able to nail this one down fairly quickly.

Got one. The zip file contains a save game and a pbm file for Austria, load the game, load the Austrian turn and Turkey will get a lot of message, a few relevant but most not.

Hope this helps.

By the way, last night I noted that this was also happening for end-of-land-movement forages for formerly besieged city occupants. It didn't happen regularly, but it did come up. the message that was displayed was the "X is out of supply. Do you still wish to continue." (paraphrased). This may or may not be related to the other issue.

Just to clarify I was indeed talking about event banners and am on 1.03.14 unlike Jimmer

My last post (before the one I'm quoting) was talking about a similar problem happening with a different type of banner/dialog window. Specifically, the ones warning you that you must forage a force in a city that had previously been besieged (during a previous turn). I also note that these messages have only happened to cities where

1) The garrison was besieged
2) I attempted to relieve the siege
3) I succeeded at relieving the siege
4) The force foraged successfully when it was required to

Interestingly, this is different than the DOW phantom messages: It appears I really do have to forage that city. A "GOOD" forage roll shows up in the log at the end of my movement. I'll try to capture a save on this one (I just noticed this latter piece last night).

The OTHER posts I made were about the phantom DOW messages.

I JUST (last night) finally upgraded to 1.04.07. I'll check when my turn next comes up.
