requirements to build artillery?
In one of my PBEM games Im playing Turkey, everywhere I read says you need 3 factories to produce Artillery. I have the 3 factories, but Artillery still doesnt appear in the unit build list.
What gives?

you also need a barracks level (forget offhand, which levels are needed)

I couldn't find anything in the rules that said what level of Barracks is required for an artillery. The one chart that shows what units each level of barracks grants does not show artillery but does show Heavy at 5 and Horse at 6 but not normal Arty. (Page 102)

This is also, as Hard Sarge notes, a mobilization limit issue--not only does your nation have a limit as to the total number of units it can build, but certain units have a limit as well. Mobilization limits are covered in Chapter 2 of the manual; we'll also be sure to include complete information on individual unit mobilization limits in the patch.

Ah ha! Now it makes sense. I was running into that problem in a big way as Sweden; I could not build much more of anything other than ships (military builds). I thought there might be a reason behind that situation.

silly question, what is your mob limit ?
I havent hit my "global" for lack of a better term mob limit.
It might be Im at the cap for regular artillery. Does this vary by nation? Im playing turkey and only have 5 normal artillery units. 4 of them are antique. If Turkey is only allowed to have 5 artillery thats the only way this makes sense.
I would just start scrapping 1 at a time to get rid of the antique guns.

From what I saw in the Master.txt file there should be no limit on basic units including Arty. I don't recall running into a limit when I played Turkey so I dont' think there's a sperate national limit.
Here's what does have limits according to Master.txt:
Guard: 8
Privateer: 7
Hv Arty: 5
Hrs Arty: 5
Lt.Inf: 8
Rif Inf: 3
Landwehr: 10
Jager Inf: 20
Diplomats: 7
Merchant: 7
Lancer: 6
All else should be impacted only by Mobilzation Limit, resources, developments, and manpower.
Here's what does have limits according to Master.txt:

The requirements for Arty according to the rules:
100 money
20 Horses
40 Labor
1 Pop
100 Iron
10 Timber
a level 3+ Factory
Now in the default scenario Turkey does not start with a level 3 factory so she can’t build an arty at the start. That’s why I asked earlier if you meant to say 3 factories… or a level 3 factory. If you don’t have a factory at level 3 you can’t build one. It can only be built in the province with a level 3+ factory.
100 money
20 Horses
40 Labor
1 Pop
100 Iron

Yeah I built an extra factory in order to be able to manufacture the artillery. When development was complete... no artillery in the unit list.
Hope somebody can come up with something.

Might it have something to do with you exceeding your mobilization limit by 30 units: currently having 81 units but a mobilization limit of 51?
As I recall, none of those units that you can build count against mob. limits.

Hard Sarge are you able to build any artillery in provinces that have the 3 factories artillery is supposed to require? All the screenshots you posted were of provinces with much higher level of development than a mere 3 factories.
Thats my problem. Manual says 3 factories are needed. I bump one up to 3 factories and no dice.

Ok, it looks likes Arty requires a Barracks level 2 and Factory level 3 to build. I modified a scenario to change the starting values of some provinces to the following:
1 Bar, 3 Fac = No Arty
2 Bar, 3 Fac = Yes Arty
3 Bar, 3 Fac = Yes Arty
So there is an undocumented need for a level 2 barracks before an arty unit can be built.

Isnt Bursa in my screenshot a level 2 barracks and working on level 4 factory? Still cant build artillery. Or am I wrong.
The whole split between level and number of dots is irritating in the first place. A province with no factory dots should be level 0 not level 1. JMO.

my first screen shot is a level 3 factory
from looking at the screen shots, I think it is also a level 2 Barracks needed, but not being shown in the pop ups
in your's, that is a level 1 barracks
Random ? not sure I follow ?, yes, I am over my mob limit, so I can not build any troops, but I do have the ablity to do so, if I had the mob slots (and most of my "extras" are captured, so I am not overbuilding)
