Nates are joke, build Oscar 1b factorys, 100 will be enough, for example one in Harbin can be expanded to 52 planes. Dont be affraid to spend to much supply and HI points on expansions.
I think I have found optimal numbers of planes wich Japan Industry can produce, if you have interest you can check my AAR. My HI pool is 330 000, supply is 2 500 000, 10 000 000 resources, 2 000 000 oil and fuel.

I thought so too, but after I recently started a PBEM as Japan I found that leaving the main Nate plant unconverted was a wise move, because so far air combat was very intense and converted/expanded factories need time to repair, while squadrons demand new planes right now. Also, because Japan already has a stockpile of otherwise-useless engines for Nates, they are practically HI-free. And I suppose you meant Oscar Ic.ORIGINAL: Swenslim
