An example of the start of Soviet GC turn 3 - so GE AI has had 3 turns to take Minsk and opposing it for 2 turns has been a single Soviet division - yet it won't attack....
Just out of curiosity what is level is the AI set to? Easy, Normal, Challenging, Hard, or Impossible?

I set it to challenging but then customized it some ending with Soviets at 100 for everything and Axis at:
morale: 105
fort: 120
logistics: 115
transport: 115
admin: 115
