It sounds to me he is putting those airbases forward to create ZOCs to slow you down.
Airbases, like HQs, depleted and routed units, do not have any ZOCs, nor impede movement in any fashion.

No, Flavio is actually trying to contest the air as much as he can at this point. He's also on record stating that he would prefer that those old biplane airframes get shot down, while causing as many Axis casualties as they can, to make the transition to newer airframes more readily handled by the automatic upgrading mechanism. That way, he doesn't have to spend any APs in upgrading his air force. He simply lets attrition do its job.

I do much the same in my play as Soviets.

I see 2 possible break out points in your pocket east of Rovno. I'm sure if Flavio has units on the opposite side near where he needs them, link up will occur. Had you placed the motorized division northwest of Zhitomer (in between the SS and Cavalry) just one hex east of where it is you would have prevented one of the possible and most likely breakout points. The other breakout is north of the Cav but would require crossing some swamp which being that it a rifle division located there could possibly do it.

Yeah, I expected him to relieve the pocket, and he did. Too many of his routed units went north of Zhitomir, and odds are (were) that at least one of them would recover and be able to move westward to link with an eastbound pocketed division. His Rifle Division in the swamps worked a zoc between my cavalry and infantry divisions, and opened an LOC through the swamps.

Anyhow, since I did expect what occurred, I was prepared to make the pocket tighter this turn. And, the whole operation opened wide the Soviet defenses in the south, which was its primary objective. The pocketing was simply icing on the cake - that I get to eat a turn later. But, those are all stories for the next turn's installments of the AAR.
