Not true. Ignore the on map CVs. Pay attention to raw unit strengths, terrain, command and control, leadership, and the state of the enemy, particularly if he is fatigued.
The displayed CVs are, at best, an estimate of strength that really have very limited predictive value of what actually happens in combat.

The Russians can absorb the losses - the Germans can't. You have plenty of troops (even if they aren't Guards units) - you should be pressing him as much as you can.

Yes, Larry, you need to spend some time learning about attacking in this game. It isn't like comparing odds and rolling on a CRT where you will be eliminated. At worst, you generally will be 'scouting' the Germans on an attack and take few losses. Well, at worst will be a few thousand casualties, but out of the thousands you can attack with it's not that bad. Bleed the German and make him pay for being in Holy Russia!
Edit: I just thought of something, do you know how to attack a hex using multiple hexes of your units? (not being mean, you may have not read it). Click on one stack of Russians next to the spot you want to attack, hold down the SHIFT key, and move the mouse over the other stacks. Then click on the offending unit you want to attack. If those 9 units you have that are next to the German armor can muster enough strength for a 1:1 attack, Russian doctrine will make it 2:1 and the defender has to retreat.

When attacking, look for units with low supplies (use soft factor). They seems to be weaker regardless of displayed CV.
Do not worry about your attacks fail. You will loose couple of thousand soldiers if they fail but so what? You are loosing much more in encirclements and routs. Out of all those units which just perished in that big encirclement, most never caused any casualty to enemy.
If you can succeed in your attacks 1 out of 3 times, it is well worth it. Especially if you attack his elite mechanized units. If you can retreat panzer division, it will loose anyway between 10-50% of its tanks! Sure it will not stop them, but over time, you can attrite those units so they will be much less dangerous.
If you see one of his mechanized units with 7 CV in defence or less, look if you have enough units around to attack it.
Wow! I wish there was a way to put a sticky on THIS post with all the really great advice it has, just for new guys like me. I've been getting my but kicked for so long in so many games that this advice alone would have made a big difference. You guys are really champs and heros to people like me. Thanks.
