I know you've been trying a number of differnt things to get this to work. Can you try another? make a brand new map, go ahead and build it. make sure you add a new terrain texture, call it dirt road and assign a texture, also add one structure. And also make sure you select a skybox and add it.
After you do the build, even if you get the script error message. Can you zip of the map directory that gets created and attach it to a post here?

Thanks, this is failing pretty quickly. There is a file in your directory set named skymat_tex.png that I think gets converted to skymat_tex.dds. There are other png that also need to get converted to dds. But the skymat_tex is the first one I see.
It doesn't look like that conversion is happening on your system. I don't know if that conversion is done using the nvidia utilities, or if it's something in DirectX. Based on th posts from dazoline and Mobius, I would guess it's an Nvidia utility that isn't doing the conversion.
I'll do some more looking.
there is a a .dll file in the .\Editor\nvidia directory named: libpng12.dll. Can you make sure you have that file and check the properties to see if it's blocked?
There are also some .exe files in that directory. You might as well check the properties of those while you are in that directory.
I'll also do some more looking to see if I can spot anything. My suggestions above are just guesses.

This new mapmaker creates .DDS files. I don't know what it uses to create them. I didn't have a problem back when it only created .png and .bmp files.

There might be some file path confusion going on somewhere. You did have the game installed in another drive t first right?

Do you have any experience with Registry Cleaners? I agree with mobius that I think this is a path problem and may well be related to path entries in your registry no longer being applicable. There are a number of components in the .\Panzer Command\Editor directory that have entries in the Registry, among them the are the component for nvidia convert and nvidia compress and it look like those are the ones that are causing the problem.
If you can try and back out by uninstalling the game and make sure everything is uninstalled. Then if you can use some software that will clean your Registry of references to this game. Then do a clean install.
Unfortunately, I'm not familiar with Registry cleaning software, and I know that making changes to the Registry can cause other even more serious problems if you aren't familiar with it. I know I avoid making changes to my registry for this reason.

CCleaner is free and has worked well for me.
If you choose to do as Rick suggests, please install to the C drive so that we can eliminate the location as a possible problem.

I certainly understand. But uninstalling may not have removed some bits of data in the Registry and this might be whats causing the problem. It may be something else entirely, but it seems to be related to the conversion of the pngs to dds. Perhaps its something else with your system. But I know there are Registry entries for the PCO components that are doing the conversion, which is why I suggested Cleaning the registry. I can't say why or how they would have gotten out of sync, but maybe they did.

This is something very similar to what I had happen with PCK a while back. For some reason the scenario editor would not fire up with similar explanation box. I had to reload a previous system restore point and away it went again. It seemed to be an issue with one of the MS updates that I had allowed to start up.
Just my 2 cents worth, and I am deffinately not in the know when it comes to tech stuff.

Here is something you can try if its still not working.
I'm hoping the solution below will at least give some information as to what's happening on your system.
1. Rename your C:\Matrix Games\Panzer Command Ostfront\PzCMAm.hta file to something like PzCMAm.original.hta.
I'm assuming thats still your install directory as its on the last screen shot you posted.
2. Get the zip file attached, download it and unzip the file in there to where you renamed the PzCMAm.hta file.
3. Run the file and try to recreate the error.
4. Note any alert boxes and what they say with screen shots.
I put in two, one for the Map Dir which is based on a regex and the other is the command line for the nvcompress call.
5. Post the screen shots here.

So its probably something to do with the command line calling nvcompress or the exe itself.
Next steps:
1. Take a look in C:\Matric Games\Panzer Command Ostfront\Editor\nvidia and look for a file called nvcompress.exe. It should be there as its a standard install.
2. Open a command line window.
Click the Start Button -> Run and enter "cmd" without the quotes. If your using Windows 7 enter "cmd" into the search field and the program should come up.
3. Copy/Paste this command without the quotes "cd C:\Matrix Games\Panzer Command Ostfront" into the cmd window or type it in and hit enter. You should see the prompt change to the path we just specified.
4. Enter the command line from your alert, my best typing guess is on the next lines:
Editor\nvidia\nvcompress -color -rgb "C:\Matrix Games\Panzer Command Ostfront/Media/hungary_xxx/SB-north.png" "C:\Matrix Games\Panzer Command Ostfront/Media/hungary_xxx/SB-north.dds"
if that line is wrong regenerate the alert by trying to reproduce the error. You can copy/paste from an alert into the command window.
