I think ships can overload if they are rescuing troops from a sunken ship - did any get sunk during loading?
Not even one of those 1/10000 events reported only in the Ops report where a fire or grounding takes out the ship?
I might have been a little imprecise in my wording. Basically they were ordered to load (at the home port), with a destination already set (go there and unload), return to home port. They loaded just beyond 100% and sat there. After several more turns they did not move.ORIGINAL: Lokasenna
I have had this happen once or twice. I didn't bother to document it, and just clicked "Unload Troops/Cargo" and then set them to Do Not Unload to stop that unloading before it started, so that I could move them. Although in your screenshot, I don't see them as loading.
