Gents - just a suggestion for speeding things along (like we did with subs in major ports). In this scenario there is no penalty for going first i.e. no re-throw required and movement of indicator, and its the EuroAxis that are the driver for moving first or not - because of Gibraltar. That being the case would it be sensible to say that one person can make the decision for both in such a scenario?

I am not arguing your suggestion.
I just want to chime in and say that things might not be as clear cut as you say. I would not go first here as Axis. I seldom go first, as Axis, in Jan/Feb if it is my choice. (not saying that it is wrong to go first)
