I understand, it is a shortcoming of my mod. If we agree with this victory conditions we can start. I´m the first. I just suggest a house rule: a player cannot give VP for an ally, unless they are original cities liberated by the mentioned player.

did you know American level II Infantry does not upgrade from level I? Or that Level I starts with 20 experience but level II does not?
