1. Imediate implementation of OPERATION KICKBACK is now Authorized.

2. HUMIT indicates Soviet 9th Tank Division moving West towards W. German Border. Battle Strength approx 300 TU-80 MBT; 250 BMP-3 IFV; Supporting Artillery and SAM units. The enemy Division is divided into approximately 6 Battalions of TU-80, and 2 Battalions of BMP-3. These units must be stopped before they reach Ramstein. If we can stop the 9th Division in a decisive victory, we believe we can dissuade the Soviet Union from further land attacks. Our land armor is severely limited, only 6 Company-strength Abrams and Challenger tank units are positioned to stop the Soviet advance. Several Cavalry Scout units are also in position along the border.
2. Use SR-71 Recon Asset @ Mildenhall to locate enemy Division elements along Border. Supporting Recon assets in addition to SR-71 are given in your ORBAT.
3. Recommend use mobile Lance 100 kt (4 available) to destroy/disperse major enemy armor elements. Follow-up nuclear strikes with 200kt SRAM weapons (12 total). These SRAMs will be available soon at Ramstein and RAF Fairford. Target the center of armor formations using either hard targets or BOL capability where applicable. 3 Pershing 1A 400kt are available in Eastern France for use on permitted airbases and/or for attacking armor formations. Conduct further follow up strikes with conventional air assets and our limited armor/artillery units.
4. SRAM and Pershing 1A are authorized for use on enemy airbases at Brand-Briesen, Kluczewo, and Brno. Use your available nuclear assets wisely, as they are limited. Remember that the main and most immediate threat is the Soviet Armor.
5. Nuclear/Conventional Strikes on airbases near Berlin, Moscow, or Murmansk are FORBIDDEN. These targets are near major population areas and damage to any major city in the Warsaw Pact will likely prompt a major nuclear confrontation. Even slight damage to any major enemy population center will have global consequenses.
6. Nuclear/Conventional Strikes on any Strategic Missile Asset of the Soviet Union are also FORBIDDEN due to the potential for nuclear escalation. These Assets include SS-24/25 Mobile Units located in Western Russia/Ukraine; and SS-18 silos located near the City of Gorky.
8. Two Battalions of tactical nuclear Scud 1-B missiles have been reportedly moved to Central/Southern portions of East Germany. These Scud units may be attacked with either nuclear or conventional weapons once they are located. We anticipate the Scud weapons will be used on our radar installations in range.
9. NATO Strategic Nuclear Forces located on the Resolution and ICBM silos in CONUS are under a seperate Command Authority.
8. Estimated Disposition of other enemy forces is as follows:
o SA-12 Gladiator and SA-11 Gadfly SAM Systems protect all airbases and Radar Sites. SH-11 Gorgon nuclear ABM sites exist around Moscow and Gorky.
o Numerous SA-5c installations are present as shown on your Tactical Map 42-885/C
o Locations of Big Back, Hen House, Cat House, and Dog House radar systems are shown on your Tactical Map 42-885/C.
o Berlin Airbase - 1 Squadron Su-27S, 1 Squadron Mig 29S, Backfire MR Recon Assets
o Kluczewo Airbase - Mainstay AEW Support, 6 Su-24M, 6 Su-27S, 1 Squadron Tu-22 Blinder SEAD; Su-24MP Jammer Support
o Brno Airbase - 6-10 Flogger K Attack Aircraft, Fencer E Elint Support, 6-10 Fencer D Attack Aircraft, 8-10 Mig-29S
o Kubinka Airbase - 2 Squadron Mig-29-S, 1 Squadron Tu-160 Blackjack, 1 Squadron Mig-31, 1 Squadron Tu-22M-3 Backfire C, Refueling Tanker Support
