Garrison of DTown no longer required
How comes that Dnepropetrovsk no longer needs a garrison (an event I never noticed before) ? It occured sometimes between t54 and t60. Wether or not garrisons make sense in the long run is another story, but for all those garrison fans it is certainly welcome news that large ex-soviet cities somehow become peaceful. Anyone out there who knows what triggered that change ?

Are you sure it does not need a garrison - do you have a screenshot?Does it just say 100% garrisoned all the time or not even give a percentage? What is its population level - has it gone below 5?

DT: Population 15, no damage - fully recovered. In comparison, Z-Town down south requires garrison (hex in blue)

My guess is that is a bug rather than WAD. To check whether it is just a UI problem or a problem of whether it is saying you really do not need the garrison can you check what the garrison percentage fulfillment is as in the number circled in this picture?

No percentage at all is what it shows when you do not need a garrison - for example Kishiniev and Vyborg should be like that as WAD. The fact that both UI points show no garrison required makes it much more likely there is a problem with the engine for garrisons rather than it is just an interface problem. While it might be nice not to need garrisons for Dtown, a worse case is the bug is leading to manpower there being fed into the Soviet manpower pool. Is this a game with the AI or another person. If another person would they mind saying if Dtown is listed in their manpower production centres in their production screen?

If possible keep a copy of one save of the game at this stage. At some future point you can load the same game save file but change the options to a person versus person game and press end turn to then open the Soviet side and inspect if it is creating manpower for the Soviet side at all.
It might be worth attaching the save game file to a post here so that staff can examine it directly.

So it started as 15 but has lost 5 and is now down to 10.
AFAIK if it is 5 or above it should still need a garrison?

I see it now - Nation: none. It's no longer Soviet that's why it doesn't want garrison. I wonder what erased city nationality...

Other possibilities are the Red Cross have declared it an international city (hence no nation) or Hungary and Rumania are arguing over whether it should be theirs and the Germans used the Judgment of Solomon to say then it would be nobody's? [:D]
