1. Another large industry centre to provide CAP for when B29s arrive, and one that is removed from the organic air defence network of Honshu-Hokkaido
2. A LOT of supply that can be used better elsewhere.
3. Coastal hex, so can be bombarded.
4. The time taken to expand LI at the base - nearly two years. You'll never (?) pay back the cost (someone check my back of napkin maths please).

Increase LI where the supply is needed like in China or Manchukuo or Singapore which is near to resources which can be shipped there on a short hop. Sakhalin is a fairly protected route, you're either going to have to put resources on ships or the supplies they make, what's the point? More LI in Hokkaido makes more sense.

Plus, quicker uptime to repair factories.
Expanding 1 LI site by 700 = 700 days to full operation.
Expanding 20 LI sites by 35 = 35 days to full operation.

i really didn't intend to expand LI there
break even at 694 LI is 5/12/45. But you'd still have over 3mm resources there still.

Expand in Manchukuo and northern China. Safer from enemy bombers and less likely to be targeted until the Soviets come in - unless you take them out early. Expand in Fusan to draw more resources there so those extra resources can be shipped two hexes to Japan.

I think if you expand L.I. by 20 and you have the resources the payback is reached in 11 months.

Apparently that was a question put to the 1941 Joint IJ Army/Navy Logistics Officer Basic Course.
You wouldn’t save “all” that fuel. You’d still need 1/20th of it to move the supply instead!

Expand LI by 20, expending 20,000 supplies.
As a result you get +20 supply per day. That takes 1000 days to pay back. That's more than 11 months.

123 - that takes me back quite a bit. I found that interface completely non-intuitive. And then there was Lotus Notes. That made 123 look like a gem. Of course now Microsoft keeps tinckering with Excel and IMO making it harder to use. But it is me just being older and cranky.

I wouldn't expand HI at all. As to resources, you'll have way more than you'll ever use. Don't get tense about resources sitting around in the Philippines or the DEI unused and unshipped. You get plenty for the home islands close at hand. As for refineries you have far more capacity than you'll ever use. Never waste supply points repairing any refineries, ever. Oil fields maybe, if you plan on holding them a long enough time. Leave the refinery at Port Arthur to draw oil from the continent, don't ship any there. Also, pull oil out of China on small tankers and ship it to Nagasaki. If you don't create enough suction oil will just sit in Urumchi and other spots, PA by itself isn't enough of a draw. I like to keep small tankers just sitting in Chinese ports, Hankow and Canton in particular just sucking. It may take a week or more to fill the tanker but that's ok.

I do like to build a port up in Sakhalin to rearm the super heavy BBs. I normally don't use the AKE workaround...and have had great success using them in the Aleutians in 1942.

I agree with all this, except that I think it makes sense to expand HI in Singapore and on Java.
The payback on supplies is 500 days; you won't need to move any resources or fuel there, and it will provide local supply source in case the SRA is cut-off from the Home Islands.
As long as you can hold those spots through mid-'43, I think it makes sense to expand HI there

This is a key point. You have to have supply and it really hurts to waste any. You can't really waste resources. You'll never have enough ships to move much of it around and it's really hard to run out of.
