Warplan is a World War 2 simulation engine. It is a balance of realism and playability incorporating the best from 50 years of World War 2 board wargaming.
Upgraded to 1.09. I set up the example I wrote about in my 2 question thread.
I started the 1942 scenario and then I set up 5 convoys UK-US UK-Canada UK-Soviet US-UK US-Soviet I moved out 1 cv and 2 dds that start in Scapa Flow.
2 observations. The subs only made 4 attacks not 5. Not sure why. Also the CV and DDs did not add any subhunter bonus in any of the attacks anyone know why?
If it is the 1st turn then no. Production is calculated at the end of a player's turn for the next player.
In this case the UK hasn't moved.
Yes it sucks, it's not fair, you don't have escorts out there. But pursuit was added after the fact.
So I have to modify the scenarios to allow pre existing escorts in lane.
You also need escorts in the lane for it to work. Subhunter doesn't work alone. It supports escorts.
While you're improving scenarios please put all separate sub fleets in all scenarios in Raider mode to help the AI and as a convenience to players so we have a little less mundane stuff to remember to change when beginning a new game.
The 1939 scenario seems to implement all the rules but other scenarios don't necessarially include them. But the only one I know for sure is in the 1940 scenario the Netherlands can be invaded without triggering Belgium joining the Allies.

Yea because it's 1940. Axis would be foolish not to invade both.

I figured that, but the point was that some rules are tied to scenarios and not to the game engine in general.
In earlier versions there were a number of rules that only showed up in the 39 scenario but not the later ones that had nothing to do with invasion of neutrals.
