Pearl Harbor was a great forward asset for the USN but they always had to keep in mind not to swamp it's limited yard space with too many repair jobs.
Well if they were substantial they would have kept carrier repairs there...but every thing I read they all went back to the UK for major repairs and overhaul. I would suspect they were probably not large enough to handle a CV or BB...but to be honest I am not 100% sure of that.

That is where port size would allow or disallow a repair.

Pearl would be more difficult to handle..they only had so much space which is why many of the ships went to the west coast for major repairs, including all the CVs.

I do not want things to get overly complicated but when the US capture Truk they should not be able to be repairing their entire navy there. Nor should the Japanese for that matter.

The battleship HMS Valiant was repaired in South Africa following the famous Italian limpet mine attack in Alexandria, Egypt. So, apparently there was yard space for a BB there.

Oddly enough, prior to the Japanese attack, the British battleship HMS Warspite was sent halfway around the world from Suez to the US Navy Yard in Bremerton, Washington on the US West Coast after Axis battle damage in the Mediterranean in 1941because all available closer repair yards were overloaded with work or construction. For some reason Pearl Harbor got passed over for that job. It was good practice for Bremerton which eventually got sent some of the Pearl Harbor attack causalities.

I am sure it has to do with what type of damage taken.
It was stated that he damage was not as bad as her sister ship so suspect she had taken "1" damage where as her sister ship took say "2" requiring a "better" dry dock.

But keep in mind the "location" in WPP is supposed to be South Africa it is just MUCH closer. I should be quite a bit more ocean hexes away.

Also time...Valiant would out of service for 6 months after that for repairs and refit.

What about:
  • Patrol Grp, DD and CA can be repaired in port level 5 or higher
  • BB, CVE, CVL and CV can only be repaired in port level 9 (except Hong Kong and Manila to reduce to 8)
  • Bottomed ships in port remains there for the rest of the game if they can't be repaired in the port they are located
OR

  • Bottomed ships in port remains there for four turns (two months) if they can't be repaired in the port they are located, then they go back in the Deployment queue to be deployed in a port level 9 (to simulate towed vessel)

Those options are not bad...Simple overall...
I like the bottomed ship moves to deployment queue after 4 turns, that way someone can possibly capture the port and destroy it.
Though I guess if the ship is in a port lower than 5 it is stuck there anyways so the "stuck" might be fine.

Though it might take WP2WW to make it work correctly.

To be honest a BB should be able to perform lower repairs at say a 7 or 8 port...but that would be just if they were at 3 or above STR...
I suspect that is difficult to program in this version.

Perhaps in WP2WW a port will have "ship yards" assigned and that would be how many points they can repair.
